Current estimates are for approximately sixty-five percent of houses to be eligible for grantingi ... that is to say, that these homes will be set aside to be provided at no monetary cost to those who need and/or merit such housing benefits. Among the initial recipients of housing will be the large numbers of indigent and homeless who will be selectedii to build the requisite infrastructure and the actual facilities, homes and other structures within the community developments.
These people will, in some respects, be better off than those who come in at a later date, at least in certain terms. In regards to their housing, they will be able to select the locations they want to live. As the designers and builders of the homes, they will also have more options and more input in the design and structure of their personal homes. These individuals will be able to take part in the design and construction of their own neighborhoods, which will hopefully add to the benefit, insofar as when new people do move in, they move in to the communities and neighborhoods and buildings designed and built by the formerly indigent.
All of the granted homes will be integrated into “normal” society so as to avoid any potential for living on the wrong side of the tracks or being from the bad part of town. Unless the recipients are speaking openly about it, there will be no need to know who lives as a grantee and who lives as a lessee in any of the properties. As such, the social stigma normally associated with the isolated, more segregated social assistance portions of town should be greatly diminished if not wholly eliminated.
There should be no real, socially constructed separation of the classes in such an environment. At a later date as new people are moving in who will be granted housing, their options will be based upon their individual needs. Single individuals will have the choice of an apartment or smaller homes while those with large families will have options for larger homes with more room to accommodate their families more comfortably. Other granteesiii will include teachers, soldiers, police, first responders and others whose role is seen as vital for the added and collective benefit of the entire community. This program, should in all likelihood, also extend to educators, conservationists and even researchers and developers.
The Granted Housing will be virtually indistinguishable from the Leased (or purchased) housing. The designs, technologies, materials used and all of the amenities within will be effectively the same for all of the housing constructed within the Community Developments. Selection will be made by those being granted housing, based upon the available selections and upon their individual and/or familial needs. In some cases, it is likely or even possible that new homes will be constructed specifically for an individual family.
The difficulty with such housing is providing the incentiveiv to encourage them to lease or to purchase “better” homes or to otherwise work to improve their personal situation and their individual quality of life. One of the many avenues in the approach to the prevention of dependency, is ascribing certain responsibilities to the recipients of assistance. In this way, even though there may be no financial cost for the home, there will still be terms that must be met.
These will obviously include a quantified level of upkeep and maintenance on the property itself. Additional requirements will include such things as the provision of care for the family unit, maintaining a certain level of studies in scholastic, technical or vocational training (based on the results of the Vocational Batteries) or the acceptance of workv in a field selected from the choices made available to the individual. In cases where there is a large family and more individuals participating, options will be made available to each and every one of the adults within the household.
In this way, it is hoped that not only will the individuals and families be able to greatly improve their median quality of life, but will also have a strong desire to improve and move on, and perhaps even to build or buy new homes, freeing up more housing for the formerly underclass citizens.
When people do seek to purchase (or lease) new homes, they will of course, have the opportunity to do so on any available lands within the community developmentvi. Land will be made available for lease as will homes, business structures and other pertinent pursuits within the community development. These locations will generally encompass larger areas, have more yard space, agricultural lands and/or other benefits that make them more enticing to potential residents and/or to those who wish to improve their personal situations.
i Homes will be granted to most of the original residents, primarily among the formerly underclass citizenry and those who have worked to build the Community Developments and the requisite infrastructure. Unlike current programs in place across the globe however, these homes will not be segregated or isolated, but fully integrated into the heart of society. The granted homes will be, by all rights, what is commonly known or understood to be “middle-class” housing. Even houses that are granted however, will come with some level of responsibility or work that will be required to “pay” for the home in one fashion or another. Furthermore, incentives will be provided to encourage and reward people for working and improving their quality of life, including being encouraged to purchase (lease) new houses, above and beyond the granted housing.
ii The programs for the homeless, indigent and other formerly underclass citizens will include a full spectrum of scholastic, vocational and/or technical training in line with the results of their aptitude batteries. Further programs will include sociological support systems designed to help them to more fully integrate into society. Add to this, the standard community food and feeding programs in addition to other selected programs available for the individuals should they so desire ... including arts, crafts and other venues of a more lighthearted nature, and it is hoped that these people will be able to adjust to “normal” society in relatively short order.
iii The plans and the structure for deciding exactly which citizens will be granted housing and which citizens will need to rent and/or lease housing has not been finalized at the time of this writing. The final decisions will be made by a group of experienced professionals from numerous different fields and will be subject to change ... or adapt as necessary to meet the needs and requirements of the community development as a whole.
iv It is imperative that every effort be made to prevent the creation of a dependency class among the recipients of social assistance, no matter what their cause for that assistance may be. This will hold equally true for those already acclimated to social order as it does for the formerly underclass citizens receiving benefits.
v In cases where work or jobs are requisite for the granting of a home, the job opportunities will be presented to the individual based on the results of their aptitude batteries. They will then be allowed to select from the available opportunities and of course, given the option of reviewing their position and considering a change to another selected field on a time basis as shall be determined in the final establishment of the Community Development and the programs therein.
vi People will be free to build anywhere in the world that they want or are able to but anything outside of the Community Development will be beyond the direct sphere of influence of the foundation and/or governing body and is thus, excluded from this documentation.
